The state Senate's new majority leader, Dominic Pileggi of Delaware County, wants to expand the state's Open Record Law. If Pileggi succeeds, it would allow taxpayers to gain access to such things as itemized expenses of legislators and judges. Pileggi also wants the Pennsylvania Higher Education Assistance Agency, which fought to keep private its spending records after the discovery that it spent hundreds of thousands of dollars on retreats, to make public its expenditures. Gov. Rendell said he supports more transparency. After all, it's our money. Maybe one of these days, we'll even find out how much Joe Paterno makes.

In an effort to avoid a recurrence of the Terri Schiavo debacle, Pennsylvania this week enacted a new law that defines which family member is authorized to make medical decisions for a patient who is too incapacitated to make them, assuming that patient has no legal documentation defining his or her wishes. The law establishes a "pecking order" for who makes end-of-life decisions, starting with the spouse, then adult children. This chain of command law could make it simpler to set up family business successions, and ease company transitions.
